Under the Paris agreement from 2015, countries would not be obliged to cut their military emissions but there would be no automatic exemption for them either. It will be up to each individual nation to decide how its armed forces will comply with environmental regulations. In practice, the military is still often exempt. For example, read about Sweden in the report Frikortet, published by Svenska Freds. See https://www.svenskafreds.se/upptack/fred-och-sakerhet/debattartikel-klimat/
